Rebecca "Becky" Halstead is a 1981 graduate of the United States Military Academy. She earned an MS in Military Art and Science, Visionary Leadership, from the Command and General Staff College, an MS in National Resource Strategy, from the Industrial College of the Armed Forces and an Honorary PhD degree, Doctor of Military Science from Gettysburg College, Gettysburg, PA.

Becky served 27 years on active duty, culminating her career in uniform as the Chief of Ordnance at the rank of Brigadier General. She was the first female graduate of the United States Military Academy to achieve General Officer. Becky was also the first woman in US history to command in combat (Iraq, 2005 to 2006) at the strategic level when she was the Commanding General of the 3rd Corps Support Command (responsible for logistics). During her military service, Becky served in the 101st Airborne (Air Assault) Division, 25th Infantry Division, 10th Mountain (Light) Infantry Division and she deployed to Uzbekistan, Afghanistan and Iraq.

Since retiring from active duty in 2008, Becky founded her own company, STEADFAST Leadership, LLC. Becky specializes in inspirational speaking (nationally and internationally; corporate and academic), developing leader training programs, leader coaching, consulting and advising. In 2013, she authored her first book on leadership, 24/7: The First Person You Must Lead Is YOU.

She is a primary faculty member and keynote speaker with the Thayer Leader Development Group at West Point. In 2011, her STEADFAST leadership model was a focus of a Harvard Business School Case Study, currently being used in leadership courses across a wide range of top universities. She is an advocate for improving the healthcare for military men and women through a variety of organizations, with her primary focus on wholefood nutrition as a consultant for Standard Process, Inc, a Wisconsin based company providing whole food supplements since 1929.

She will be presenting on "Ethics in our profession."


Dominick RileyDominick Riley
U. S. Postal Inspector, U. S. Embassy
Kingston, Jamaica

In this position, he liaisons with Jamaican law enforcement officials to combat lottery scams. Inspector Riley is honored to be the Country Attaché to Jamaica. Dominick also served in the US Secret Service as a Special Agent assigned to the Dallas Field District. Dominick received his undergraduate degree from Mississippi State University.


Justice Hillary Phillips QC, ODJustice Hillary Phillips QC, OD
Justice Hillary Phillips was sworn in to the court of Appeals in 2009 and since January 2019 is President of the Court of Appeals.

In 2013 she received the Order of Distinction in the rank of Commander from the government of Jamaica. She has been an attorney since 1974 and was part of a successful legal practice Grant, Phillips and Co specializing in civil litigation until she was called to the bench in 2009. She became Queens Counsel in 1994.

Justice Phillips was President of the Jamaican Bar Association from 2001–2004.

Apart from her extensive involvement in civil ligation she has demonstrated longstanding commitment to legal education and has been an associate tutor at the Norman Manley Law School since 1994. She has resided on many committees and was the Vice President of the Organization of Commonwealth Bar Association from 2003–2007.

She is a member of the Bar Association of Jamaica and served as president from 2001-2004.

She is the daughter of the late Sir Rowland Phillips who was Chief Justice for Jamaica in the 1960's.

Her presentation will be "What Judges are Seeking from the Experts."


Patricia Siegel, CQDE-DPatricia Siegel, CQDE-D
Pat Siegel is a certified document examiner who has testified in Federal, New York and New Jersey courts. She is a former faculty member of the New School for Social Research (New School University) where she taught accredited courses in the psychology of handwriting, handwriting identification and forensic expertise. She is Certified, Diplomate, by the International Association of Document Examiners, Certified by the Scientific Association of Forensic Examiners, and Associate Member of the National Association of Document Examiners. Pat has published and presented on handwriting analysis, handwriting identification and document examination for over thirty years. She is also President of The American Society of Professional Graphologists. She received her B.S. from Cornell University and M.A. from New York University.

Her presentation will be on "Physiological Influences on Handwriting."


Katherine Koppenhaver, CQDE-DKatherine Koppenhaver, CQDE-D
Katherine Koppenhaver has been a document examiner for the past 36 years. She has an international business. She has served as President of the National Association of Document Examiners and is currently President of the International Association of Document Examiners. She has testified in court and deposition over 550 times and she has handled over 3500 cases. She has lectured at 90 seminars. She has written a course and has trained several hundred people. She has authored several books and is also the Founder and President of IADE.

Her presentation will be on "Handling Questions in Cross-Examination when Challenged for Not Belonging to Specific Organizations."


David WitzkeDavid Witzke (aka Ski)

With more than 28 years of AFIS and forensic digital imaging experience, David Witzke (better known as Ski), is one of the foremost experts in forensic digital imaging technologies. Ski is an associate member of the International Association for Identification (IAI) as well as the European and regional divisions of the IAI, is a member of the Canadian Identification Society (CIS), and is an Associate Member of the European Network of Forensic Science Institutes Fingerprint Working Group (ENFSI FWG). In addition, Ski was elected to the ENFSI FWG Steering Committee at the organization's 2017 annual meeting in Cergy, France. Ski was also named chairperson of the Digital Evidence Subcommittee for the IAI in September 2017.

Ski is a contributing writer for three well-known forensic books: Crime Scene Photography (Third Edition, published 2016 by Academic Press), Introduction to Crime Scene Photography (published 2012 by Academic Press) and Footwear, The Missed Evidence (Third Edition, published 2013 by Staggs Publishing). (Crime Scene Photography has been chosen by the IAI certification committees for the Certified Crime Scene Investigator (CCSI) Certification Test, the Certified Crime Scene Analyst (CCSA) Certification Test, the Certified Senior Crime Scene Analyst (CSCSA) Certification Test, and the Forensic Photography Certification Test.) Ski is also working on a fourth book on forensic digital imaging; the book is currently scheduled to be published in the second half of 2019.

His presentation will be on "A Digital Look at Questioned Documents."


Warren Woodrow WilliamsWarren Woodrow Williams
He has been in the security field for over seventeen years. During the period, he has held various supervisory and senior management positions to include Assistant Operations Manager, Chief of Security and Chief Investigator.

These positions required the use of his managerial, leadership and networking skills and techniques, which include making critical decisions under pressure; gathering, analyzing and interpreting intelligence, and developing strategies to mitigate real and/or perceived threats.

He holds a bachelor's degree in Management Information System from Excelsior Community College and a master's degree in International Security from the University of Dundee, Scotland. He completed his Professional and Investigations Skills training with University of Portsmouth (Portsmouth, Hampshire, England) through the Management Institute for National Development (Jamaica).
